The embedding of the EUSDR into EU programmes is a unique opportunity for the future programming period 2021-2027. Territorial challenges can be addressed more strategically through more coordinated and synergised actions stressing the added value of the European financial support by making efficient use of the available funding allocated through the European Structural and Investment Funds (ESIF), the Instrument for the Pre-Accession Assistance (IPAIII) and/or the Neighbourhood, Development and International Cooperation Instrument (NDICI).
Moreover, the 3rd Commission Report on the implementation of MRS emphasises the importance of a dialogue between the programme authorities and key implementers of the MRS: “The practice in the current programming period showed that better coordination is crucial and requires multi-level cooperation and harmonised actions beyond administrative borders in order to achieve shared goals and strengthen complementarities and synergies between different funding instruments.”
The embedding process initiated by the Croatian EUSDR Presidency in 2019, based on the provisions of the Guidance Paper for Embedding, was developed with the involvement and active participation of EUSDR NCs and PACs and Interact. The DSP supported the process throughout its entire duration by collecting information, organising events and providing comprehensive tools to further facilitate the process. In this respect, Annex 1a EUSDR Embedding Tool and Annex 1b Sources for content of funding instruments offer a comprehensive overview of the actions and strategic topics proposed by EUSDR stakeholders allocated to funding instruments available for EUSDR participating states.
