The German Working Group on Water Issues of the Federal States and the Federal Government (LAWA) issued the Annex 4 to the recommendations on establishing, reviewing and updating flood risk management plans LAWA methodology for assessing progress towards
the achievement of objectives Adopted at the 158th LAWA General Assembly 18/19 September 2019 in Jena.
The LAWA recommendations on establishing, reviewing and updating FRM plans contain a list of suitable objectives based on an agreed nationwide flood risk management structure and identify appropriate measures for achieving them. In Germany, the following overarching FRM objectives have been defined:
- Prevent new risks (before a flood) in the risk area,
- Reduce existing risks (before a flood) in the risk area,
- Reduce adverse consequences during a flood,
- Reduce adverse consequences after a flood.
These overarching objectives are designed to prevent and minimise the adverse impacts of flooding on all four protected assets (human health, the environment, cultural heritage and economic activity). They also incorporate the four EU principles (prevention,
protection, precaution and restoration/regeneration). This system of objectives, including detailed definitions of the four overarching objectives, can be found in Chapter 2.1.2 of the Recommendations on Establishing, Reviewing and Updating Flood Risk Management
Plans.
